There are already 101 mine action operators in Ukraine who are certified for various types of humanitarian demining. Of the total number, 93 are Ukrainian companies and organisations, and eight are foreign. A significant number of operators – 32 – are government agencies, including emergency rescue units of the State Emergency Service, units of the Armed Forces and the State Special Transport Service.
According to Yulia Svyrydenko, First Vice Prime Minister and Minister of Economy of Ukraine, the number of certified operators increased by more than a third in the first five months of 2025 alone. She noted that the growth not only increases the capacity to clear the territories, but also indicates easier access to the market. In particular, through the simplification of certification procedures, the introduction of demining compensation programmes, and active cooperation with international partners.

In total, operators received 440 certificates. Most often, these are documents that allow them to work directly in the field: 85 operators have permission to conduct non-technical surveys, 75 – technical surveys, and another 75 – manual demining. A total of 74 operators have a certificate for clearing combat areas. There are 22 operators certified to work with mechanised equipment.
Some companies have been granted the right to clear mines and explosive remnants of war – there are currently 34 such operators. There are also specialised units that use canine detection – one Ukrainian organisation and two foreign ones. Five operators have certificates for underwater demining, including three governmental and two private entities.
Ihor Bezkaravaynyi, Deputy Minister of Economy of Ukraine, noted the growth of activity in the agricultural land cleaning segment. According to him, dozens of operators are already participating in public tenders and working in the fields, and some are subcontracted, which allows them to gain experience. He emphasised that Ukraine is developing a unique system of humanitarian demining services that has no analogues in the world.
Special attention is paid to informing the public about mine risk – 67 operators have received certificates to carry out such work. This is an important element of safety in the liberated and risky areas.
