The Verkhovna Rada Committee on Humanitarian and Information Policy supported a legislative initiative aimed at shaping the state policy of national memory. The Draft Law “On the Principles of the State Policy of National Memory of the Ukrainian People” (Reg. No. 13273) defines key concepts and outlines areas that should help overcome the imperial-totalitarian legacy, strengthen national unity and counteract the influence of the aggressor state.

The document defines the concepts of “war for Ukraine’s independence”, “rashism”, “crimes against the Ukrainian people” and “historical anti-Ukrainian propaganda”. The draft law provides for the legislative consolidation of the principles of state memory policy and promotes the formation of a common narrative of Ukrainian history. The Committee unanimously supported the legislative initiative and recommended that the Parliament adopt it as a basis.
The meeting also discussed the implementation of the Law of Ukraine “On the Protection of the Constitutional Order in the Field of Religious Organisations”, which was adopted in August 2024. Viktor Yelenskyy, Head of the State Service of Ukraine for Ethnic Policy and Freedom of Conscience, reported on the legal acts regulating the procedure for interaction with foreign religious organisations, including those whose activities are banned in Ukraine.
At the same time, MP Volodymyr Viatrovych expressed concern about the slow implementation of this law. In his opinion, in the context of the spread of disinformation, it is particularly important to ensure active information support by the state. Committee Chairman Mykyta Poturaiev stressed the lack of specialists and resources in the SESU, which makes it difficult to perform its functions. In this regard, the Committee will appeal to the Cabinet of Ministers to strengthen the institutional capacity of the service.
