The Ministry of Education and Science of Ukraine has released a draft Concept for the Development of Out-of-School Education for public discussion. The document outlines long-term changes to the sector, aiming to improve access, quality, and inclusivity by 2030.
The Concept proposes to modernize the current system by expanding the network of out-of-school institutions, diversifying educational services, strengthening institutional capacity, and introducing new funding models. All institutions are expected to operate under the official activity classification “Out-of-School Education” and be registered in national education service provider systems such as AIKOM and MRIYA.

Within the next five years, the Ministry plans to establish new out-of-school education centers, including adult education centers, youth hubs, mobile outreach units, and a network of “community schools.” All facilities must be inclusive and safe. In addition, educators working in this sector are expected to receive salaries and benefits comparable to those of general school teachers.
According to the Ministry, implementing the Concept allows children to access out-of-school educational services tailored to their interests and needs. The initiative will be funded from national and local budgets, as well as other sources.
