The Parliamentary Assembly of the Council of Europe is preparing to adopt a resolution on Ukrainian journalists held in Russian captivity. According to Yevheniia Kravchuk, Deputy Chair of the Servant of the People faction and member of the PACE Committee on Culture, Science and Media, the document is scheduled to be adopted in October 2025.
According to her, work on the text of the resolution continues in cooperation with representatives of civil society, journalistic organisations, the Institute of Mass Information, and international partners. In preparation for the adoption of the document, the third hearing will be held to discuss the situation with the illegal detention of Ukrainian media workers in Russian captivity.

The previous hearings were attended by human rights activist and former prisoner Maksym Butkevych and Council of Europe Commissioner for Human Rights Michael O’Flaherty. They highlighted systemic human rights violations affecting both individual journalists and the media sector as a whole.
It is expected that the upcoming PACE resolution will become another international instrument of pressure on Russia to release illegally detained Ukrainian citizens.
