In the first quarter of 2025, the Ministry of Finance of Ukraine ensured timely and full funding of all social payments. A total of UAH 94.3 billion was allocated from the state budget for social programmes implemented by the Ministry of Social Policy.

The largest share of funds — UAH 53.5 billion — was allocated to pay pensions, as well as bonuses and raises, which are paid through the Pension Fund of Ukraine. Another UAH 16.3 billion was allocated to help people in difficult life circumstances. More than 1.2 million people, including internally displaced persons (IDPs), benefited from this support.
In addition, the government allocated UAH 15 billion for benefits and housing subsidies for more than 2.7 million households, UAH 5.4 billion for social protection of children and families, and UAH 3.5 billion to support almost 200,000 low-income families. Another UAH 600 million was allocated to help people with disabilities.
According to Deputy Minister of Finance Roman Yermolychev, the Ministry of Finance maintains the stability of social payments in the wartime situation. The key priorities remain pensions, support for vulnerable categories of citizens, and the provision of benefits and subsidies. He also stressed that international support for Ukraine plays a significant role in the stable financing.
