The Verkhovna Rada Committee on Social Policy and Protection of Veterans’ Rights recommended that the Parliament adopt Draft Law 11044 in the second reading. This document provides for permission to conduct unscheduled inspections of mobbing (harassment) in the workplace even during martial law.

The draft law proposes to unblock the possibility of state supervision (control) over appeals from employees or trade unions in case of reports of mobbing. Such a step could strengthen the protection of labour rights in times of war, when psychological pressure in the workplace can have particularly serious consequences.
The document refers to mobbing as systematic actions or omissions by an employer or a team aimed at humiliating an employee. This can take the form of psychological or economic pressure, creating a hostile atmosphere, including through the use of electronic means of communication.
