The Verkhovna Rada has adopted a draft law from the Ministry of Social Policy, according to which the unified social contribution (USC) for civilian Ukrainians held in captivity will be paid from the state budget.
The Pension Fund of Ukraine will be the payer of the unified social contribution for captured civilian Ukrainians. The unified social contribution for civilian prisoners will be paid from the day of deprivation of personal liberty and within 6 months after the person’s release.
‘Everyone has the right to a fair pension. The amount of a pension in the PAYG system depends, among other things, on the amount of social contributions paid. By depriving our citizens of their personal freedom, the aggressor country not only deprives them of a decent life, harms their health, tries to humiliate them morally, but also has a negative impact on their future after their release from captivity. The adopted law will provide mechanisms for the state to pay the unified social contribution for those held in captivity and, accordingly, for them to receive a fair pension in the future,’ said Oksana Zholnovych, Minister of Social Policy.
Thus, a new legislative provision on the inclusion of the period of a person’s stay in Russian captivity in the insurance record will come into effect, and Ukrainians released from captivity will be able to count on their earned pensions.
