Ukraine has officially recognised another reason for establishing a disability — deprivation of personal liberty as a result of armed aggression against the country. This became possible thanks to the initiatives of the Ombudsman of Ukraine, who contributed to the adoption of relevant changes at the state level.

This decision is important for citizens who became victims of illegal detention during the war. They can now apply for an official disability certificate, which will give them access to social support, state benefits and medical care.
Previously, in Ukraine, disability could only be established due to physical or mental disorders caused by injuries, illnesses or other factors. The new law expands the list of causes to include the effects of forced detention and torture.
The procedure for assessing the condition of such persons and determining the degree of disability will be carried out by special commissions. Importantly, this applies not only to military personnel, but also to civilians who have experienced illegal detention.
This change is expected to help ensure better social protection for war victims and facilitate their rehabilitation.
