The updated Cabinet of Ministers Resolution No. 112 of 22 February 2014 now provides that volunteers may import vehicles needed for humanitarian purposes into Ukraine tax-free. Overall, the list of tax-free goods has been reduced from 500 to 133 items, but important categories have supplemented it. These include unmanned systems, electronic warfare and reconnaissance equipment, their components, and tactical medicine.
In addition, the updated resolution includes new items such as ‘Medical Services’ and ‘Education and Science Services’. This means that servicemen, veterans and internally displaced persons will have more opportunities to use medical and educational services funded by philanthropists under special conditions.
