During a meeting of the Cabinet of Ministers on 21 January, Prime Minister of Ukraine Denys Shmyhal announced the further development of social programmes aimed at supporting Ukrainian families. The government is paying special attention to wartime assistance.
Shmyhal noted that the Winter eSupport Programme initiated by the President is already yielding results. According to him, more than 12 million Ukrainians have applied for thousands of hryvnias under this programme, of which 11.5 million have already received payments. In 2025 alone, more than 3.3 million people have benefited from this assistance. Almost 70,000 young people have also joined the eBook programme, which provides funds to buy books in Ukrainian.

At the end of the month, a new mechanism to support internally displaced persons (IDPs) will be launched. Starting from 29 January, a subsidy for rental housing will be launched, which should significantly ease the financial burden on IDP families.
During the meeting, the Cabinet of Ministers also improved the Warm Winter programme, which provides payments to children from low-income families and IDP families. In December 2024, almost 600,000 children received assistance under this programme. Families that were not included in the list of recipients last year due to technical reasons will now receive their due payments.
The Prime Minister stressed that helping people is a basic element of government policy, especially in wartime, and emphasised that supporting families will remain a priority.
