The state programme to support first-graders, ‘Schoolchild’s Package,’ will be expanded. Now, funds can be used not only for stationery, clothing, or footwear, but also for the purchase of books. This was announced by the Minister of Social Policy, Family, and Unity of Ukraine, Denys Ulyutin, on ICTV.
According to the minister, the technical implementation of this option is expected within the next three weeks. ‘We are working to ensure that the aid can also be used for books,’ emphasised Denys Ulyutin.

The programme is in high demand among Ukrainians. As of 2 September, almost 128,000 families had applied for assistance, of which 122,000 used the Diya app. Under the first round of funding, 86,000 families have already received support totalling 430 million hryvnia. This represents 35% of the funds allocated in the state budget. Another 18,000 families will receive payments in the near future.
At the same time, more than 3,000 refusals have been recorded. Most often, this is due to incorrect data in state registers or cases where a child has been transferred to another educational institution. The minister explained that in such situations, parents can reapply after making changes to the system. ‘After updating the data, you should wait two days before reapplying,’ he said.

Applications for participation in the programme can be submitted until 15 November 2025 via the Diya app or at the service centres of the Pension Fund of Ukraine.
The ‘Schoolchild’s Package’ programme was launched on the initiative of the President of Ukraine. It is being implemented by the Ministry of Social Policy, Family and Unity, the Ministry of Digital Transformation, the Ministry of Education and Science, and the Pension Fund of Ukraine with the support of UNDP, the Government of Sweden, and the Swiss-Ukrainian DECIDE project.
