Ukraine will become the first country outside the European Union to join the single roaming zone Roam like at home (RLAH). From 1 January 2026, Ukrainians will be able to call, send SMS messages and use mobile internet in EU countries at domestic rates without additional roaming charges.
This historic decision opens up access to the European internal market in the field of mobile communications for Ukraine. According to government representatives, it is not only of practical importance for citizens, but also of strategic importance, as the common roaming zone is an important step towards digital and economic integration with the EU.

Moldova will join Roam like at home at the same time as Ukraine. However, Ukraine was the first to agree on all technical and regulatory conditions with the EU, which made it possible to launch the scheme simultaneously.
For ordinary Ukrainians, this means that when travelling in Europe, they will spend less on communications — mobile phones will work at the usual rates;
there will be greater integration with the EU — the roaming zone will be another step towards Ukraine’s entry into the European Union’s Single Digital Market. All technical details are currently being prepared to ensure that the service runs smoothly from day one.
