Ukraine is considering easing travel restrictions for men under the age of 22. Following President Volodymyr Zelensky’s directive to the government to explore this initiative, a key condition for its implementation has been outlined in the Verkhovna Rada.
According to Fedir Venislavskyi, head of the parliamentary subcommittee on state security, defense, and defense innovations, travel abroad could be permitted only to those who have completed their military registration and can present the relevant documents when crossing the border. He emphasized that this would be the main criterion for border officials to approve departure.
Venislavskyi noted that the necessary legislative changes could be prepared and passed relatively quickly — within two weeks to a month. He added that such permission would make it easier for young people who left Ukraine at the age of 16–17 to travel freely. However, he also acknowledged potential risks, warning that if the war continues, this measure could lead to deliberate departures without an intention to return, which could negatively affect mobilization efforts.
Among the possible limitations being discussed is allowing travel only for students who have a formal invitation to study or a valid student visa. A final decision on the new rules is expected in the coming weeks.
