A new residential neighbourhood is planned to be built in Bila Tserkva, which will be owned by the Mariupol community. According to Budport, the project is designed for Mariupol residents, who will be able to rent apartments at affordable prices or take advantage of preferential loans to purchase their own homes.

The Mariupol municipality developed the social rental housing programme in collaboration with relevant ministries. The rent in the new complex will be no more than 30% of the average monthly family income, approximately 5,000 hryvnia. Currently, more than two-thirds of internally displaced persons spend more than half of their income on rent.
The city council notes that such conditions will reduce the financial pressure on the economically active population and allow IDPs to direct funds to other needs — education, medicine or development. Socially vulnerable groups will be able to receive state subsidies, as the lease agreements will be concluded officially.
The project is currently being actively discussed with displaced persons at Mariupol support centres. Dialogue meetings have already taken place in Ivano-Frankivsk, Ternopil, Zhytomyr and Uzhhorod.
