Voting has begun in the Diia app, with Ukrainians set to elect nine representatives to the Anti-Corruption Expert Group. These activists will oversee the activities of the state platform PlayCity, which regulates gambling and lotteries in Ukraine. Voting is open until 9 p.m. on August 7.
According to the Ministry of Digital Transformation, public involvement should increase the transparency of the gambling market. Voting is open to all Ukrainian citizens who are 21 years of age or older. To vote, update the app, go to the “Services” section, then “Polls,” review the candidates, and select one to nine of them.
The creation of a public control group is the next step after the high-profile events that forced the state to change its approach to the gambling business. In March 2024, soldier Pavlo Petrychenko submitted a petition calling for restrictions on online gambling establishments. He emphasized that soldiers are particularly vulnerable to gambling addiction in wartime. In just four hours, the petition gathered the required 25,000 signatures.

After that, Ukrainian President Volodymyr Zelensky initiated a reform of the industry. In January 2025, he signed a bill to abolish the Commission for the Regulation of Gambling and Lotteries (CRGL). And in June 2024, the National Bank banned the transfer of credit funds for participation in gambling.
At the same time, law enforcement agencies blocked more than 2,500 illegal gambling sites, and the number of criminal proceedings in this area exceeded 450.
Voting in Diya is seen as one of the elements of a new approach to gambling regulation — with increased public control and transparency of processes.
