Germany plans to reduce payments to newly arrived Ukrainian refugees

Germany’s coalition government is considering cutting state support for Ukrainians arriving in the country. According to Reuters, citing a draft law proposed by the federal government, it is planned to reduce the monthly expenses for each newly arrived Ukrainian refugee by €100.

The changes will apply to those Ukrainian citizens who entered Germany after 1 April 2025. According to the draft law, they will no longer be entitled to social assistance under the standard benefits applicable to refugees from Ukraine and will instead receive support under the provisions of the Asylum Seekers’ Benefits Act. These payments are lower.

The German government explains the initiative by the need to reduce budget expenditures. According to official figures, there are currently about 1.25 million Ukrainian refugees living in Germany. Between 1 April and 30 June 2025, 21,000 Ukrainian citizens who fled the war arrived in the country for the first time.

The draft law must be approved by the government and approved by the Bundesrat, the upper house of parliament. If the vote is positive, the changes could come into force by the end of the year.

At the same time, Germany has recorded a decline in the number of new asylum applications. This is attributed to tighter border controls and the return of migrants who have previously applied for protection in other EU countries.
