In 2025, a motivation letter will be a mandatory part of the admission campaign to Ukrainian institutions of higher and pre-higher education. This was announced by the Ministry of Education and Science, which explained the technical and content requirements for the document.
A motivation letter must be submitted when creating each individual application for admission — through the applicant’s electronic account in the ‘Submission of Applications’ module. For bachelor’s degrees, this option will be available from 19 July, while the dates for other levels may vary. Until then, it is recommended to prepare the text in advance in a text editor, such as Google Docs, to avoid data loss due to session time limits in the system (up to two hours).

Although the text of the letter itself does not affect the competitive score, it can be decisive in situations where several applicants are competing for one place with the same results. In this case, the admissions committee will take into account the content of the motivation letter.
You do not need to upload additional documents with the letter — they can be sent directly to the admissions committee by email, if this is provided for by the admission rules of a particular university.

The requirements for writing the letter are determined by each institution individually. They can be found in the corresponding tab in the applicant’s electronic office, next to the competitive position, under the active link ‘Requirements’.
The motivation letter can only be edited until the application is submitted — after that, the text is fixed and no changes are allowed.
The Ministry of Education and Science emphasises that a motivation letter is not just a formality, but an opportunity to show your motivation, interest in the profession and ability to study, so you should take its writing seriously.
