The Cabinet of Ministers of Ukraine has approved the decision of the Ukraine-EU Association Committee on the mutual opening of the roaming sector. This was announced by Prime Minister Denys Shmyhal on 14 July during a government meeting.

According to the head of government, this is the final stage in the process of Ukraine’s accession to the Roam like at Home policy, which allows mobile communications to be used abroad at no additional cost. The European Commission has already agreed to grant Ukraine so-called roaming visa-free travel.
It is expected that from 1 January 2026, Ukrainian citizens will be able to make calls, send messages and use mobile internet in EU countries on the same terms as at home. At the same time, EU citizens will have similar communication conditions in Ukraine.
Denys Shmyhal stressed that this decision is an important step towards European integration and evidence of Ukraine’s gradual entry into the European Union’s common digital space.
