Most special educational institutions in Ukraine have protective structures, but not all of them are ready to fully accommodate children with special educational needs in dangerous conditions. This is evidenced by data from the State Service for Quality Education.

According to the monitoring results, 175 special schools and educational and rehabilitation centres under regional jurisdiction (83%) have shelters. At the same time, only 123 of them (58%) are equipped for learning during air raid alerts, and 106 (50%) are equipped for sleeping, which is critically important for long-term stays in shelters.
Similar indicators have been recorded in Kyiv: among 22 special institutions in the capital, 82% have the ability to organise learning in shelters, but only 36% have conditions for sleeping.
The issue of shelter accessibility for children with musculoskeletal disorders is particularly acute. Only 18% of special schools at the regional level and 45% in the capital allow these children to enter protective structures independently or with assistance.
In total, the State Service for Education Quality summarised data on 211 specialised institutions across the regions and 22 in Kyiv. The conclusions and recommendations have already been submitted to the Ministry of Education and Science and the relevant parliamentary committee. This is part of the efforts within the National Strategy for Creating a Barrier-Free Environment by 2030, initiated by the First Lady.
