Compensation for destroyed housing will be available even in combat zones

Ukraine is launching a mechanism for remote inspection of damaged or destroyed housing — now citizens whose homes are located in active combat zones will also be able to receive compensation. The relevant decision was adopted by the Government on 7 July.

The new approach allows the fact of destruction to be recorded without the commission physically visiting the site, which is especially important for areas where the situation remains dangerous or access to the sites is unavailable.

In such cases, acceptable sources of evidence include satellite images, drone footage, photos or videos from homeowners, as well as documents from the State Emergency Service, police or eyewitness accounts. For photos to be accepted for consideration, they must be in colour, clear, and include the date, time, and geolocation. The photos must show the damaged structures — walls, roof, floors — as well as visible landmarks or the address.

If the materials meet the requirements, the commission draws up a report and enters it into the Register of Damaged and Destroyed Property. After that, the person receives a housing certificate — a document that gives them the right to purchase new housing to replace the destroyed one.
