The Ministry of Education and Science of Ukraine has approved standard staffing norms for preschool education institutions. They apply to state and municipal kindergardens regardless of the type of educational process organisation. The document was developed by specialists with practical experience in the field of preschool education, and recommendations were provided by more than 8,000 educators.

According to Deputy Minister of Education Anastasia Konovalova, this is one of the most complex documents, which takes into account the real conditions of kindergardens.
The staffing table is now formed taking into account the structure of the institution (including branches), the number of groups and pupils, the area of the premises, sanitary conditions and the specifics of the organisation of educational activities. If a kindergarten has branches or structural units, this is also taken into account when forming the staffing table.
The document sets limits on group sizes to ensure safe and healthy conditions for children and staff. Teachers must work in accordance with the regulatory ratio of children in groups at the beginning of the school year.
The staffing table is formed within the limits of the wage fund approved by the founder of the institution. If the kindergarten provides paid services, the necessary positions may be introduced at the expense of its own revenues.
A separate section of the document provides for the conditions for introducing positions for teaching and medical staff, food service workers, and other necessary specialists.
