Compensation for education of children of veterans: how it works

Children of female and male veterans studying under contract at vocational pre-university or higher education institutions can receive compensation for the cost of education from the state. The assistance is provided as part of a pilot project that will be implemented in the 2024/25 and 2025/26 academic years.

Children of persons who have the status of combatants, persons with disabilities as a result of war, missing or deprived of their liberty due to armed aggression against Ukraine. Also, family members of fallen Defenders are eligible for compensation. The programme also involves children of injured participants in the Revolution of Dignity.

The student’s educational institution must join the project by signing an agreement with the Ministry of Veterans Affairs. Only then is compensation possible: the funds will be transferred directly to the account of this institution. To do this, it must be registered in the Unified State Electronic Database on Education (USEDE) and report on the use of funds on a monthly basis.

To receive state aid, a child of a veteran must contact the administration of the educational institution and provide documents confirming the status (in particular, a birth certificate and an extract from the USREOU). After confirming the information in the USREOU, a notification of the grant will be sent via the Diia app, which must be confirmed within 20 calendar days.

This project is being implemented by the Ministry of Veterans Affairs in partnership with the Ministry of Digital Transformation and the Ministry of Education and Science. It aims to support children of those who have defended Ukraine by providing them with the opportunity to receive quality education free of charge under contractual education.
