The Ministry of Education and Science of Ukraine plans to reconsider its decision on changes in the educational process for the 2025-2026 academic year. In particular, it concerns Order No. 1112, which provides for compulsory education of children of internally displaced persons at their actual place of residence, as well as possible closure of schools in frontline and border communities.
This was stated by Minister of Education Oksen Lisovyi in his speech in the Verkhovna Rada. According to him, the decision will be reviewed within two weeks after consultations with MPs and government officials. Lisovyi acknowledged that it would be difficult for communities in the frontline areas to implement the document’s provisions, so the ministry will seek compromises.

The main goal of the changes should be to preserve teaching staff, prevent school closures and create conditions for children to return to full-time education where it is safe to do so. In areas where this is not possible, the Ministry of Education and Science plans to provide high-quality distance education.
As a reminder, Order No. 1112 has raised concerns from teachers’ unions, which have reported violations of the rights of participants in the educational process. Earlier, it was also reported that from 1 September 2025, schools with less than 45 students, mainly in rural areas, may be closed. The changes, as clarified by the Ministry of Education and Science, will apply only to grades 5-11.
