As of 28 February 2025, more than 4.3 million Ukrainian citizens who fled the war have been granted temporary protection in the European Union. Most of them are in Germany (1,177,800), Poland (994,790) and the Czech Republic (397,750), which together account for almost 60% of all beneficiaries in the EU.

Compared to the end of January 2025, the total number of persons under temporary protection in the EU increased by 21,015 (+0.5%). The largest increases were recorded in Germany (+7,550), the Czech Republic (+2,765) and Spain (+1,885). Only Austria (-430) and France (-410) saw a decrease in the number of beneficiaries.
The highest rates of temporary protection beneficiaries per thousand inhabitants were recorded in the Czech Republic (36.5), Poland (27.2) and Latvia (26.2), while the EU average is 9.6 per thousand people.
The majority of beneficiaries are citizens of Ukraine (98.4%). Among them, 44.7% are adult women, 31.8% are children, and 23.4% are adult men.
